Industry Leaders Sign Landmark MoU on Hydrogen to Accelerate Hong Kong's Green Economy

On 18 May, Veolia signed a Memorandum of Understanding (MoU) with Hyundai Motor Group and eight other pioneering enterprises from Mainland China, Hong Kong and the Republic of Korea to support the development of a hydrogen ecosystem in Hong Kong.

The collaboration aims to promote regional hydrogen cooperation, support local decarbonisation, and help build a practical and commercially viable hydrogen ecosystem in Hong Kong, with development targeted through 2030.

Spanning the hydrogen value chain from production to mobility applications, the initiative brings together organisations with expertise in infrastructure, supply and end-use deployment. Veolia’s role focuses on a critical starting point: local hydrogen production through waste and landfill gas recovery.

The signing ceremony, witnessed by Directorate Grade officials and the representative of the Republic of Korea (see Photo), emphasized the dedication of both the HKSAR and Korean governments to fostering regional collaboration and accelerating the development of a sustainable hydrogen economy.

Advancing Environmental Security Through Waste-to-Hydrogen
As an environmental solutions provider managing strategic landfills and waste-to-energy facilities in Hong Kong, Veolia is contributing its expertise in landfill gas treatment and resource recovery to support the conversion of waste-derived inputs into hydrogen.

“This initiative reflects Veolia’s commitment to environmental security and local decarbonisation,” said Norman Cheng, Chief Operating Officer of Veolia in Hong Kong and Macau. “By applying our technical and operational expertise to landfill-gas-to-hydrogen conversion, we aim to help establish a reliable local source of low-carbon hydrogen for Hong Kong. This project has the potential to support emissions reduction in transport and construction, strengthen urban resilience, and create long-term value across the wider hydrogen ecosystem.”

Collaboration Across the Hydrogen Value Chain
Partners entering into this MOU will join into a coalition that brings together organisations across the hydrogen value chain to help establish the infrastructure, supply capabilities and end-use applications needed to scale hydrogen adoption in Hong Kong. Participants include Hyundai Motor Company and Hyundai Engineering & Construction from Hyundai Motor Group, China Inspection Co Ltd, Chun Wo Bus Services Limited, Chun Wo Construction & Engineering Company Limited, Jiangsu Guofu Hydrogen Energy Equipment Co Ltd, JEA ENG, Templewater Limited, and the Hong Kong and China Gas Company Limited.

Through this joint effort, the parties aim to lay the groundwork for a local hydrogen ecosystem that supports Hong Kong’s transition to cleaner transport and energy systems. Veolia will support the waste-to-hydrogen component of the initiative, helping explore how municipal waste and recovered landfill gas can contribute to a stable, local source of hydrogen in Hong Kong.
